Hello, hello. No dear, your Peks do not suck, they just need to be taught. Sometimes dogs can have a streak of not wanting to listen, (I have Rotties that will do this sometimes).
One at a time, put one on a leash about 6 feet long. Call it to you by saying, "Name come". That's all you say. As soon as the dog "Begins" to move towards you, you must reward him/her by letting them know how good they are, and even give them a favorite treat if they have one. Do this for about 15 minute intervals depending on how old they are. After a few tries on the 6 foot leash/rope and it works, then go for a longer rope 20 feet. Hook the dog up to it and let it wander away from you, then call by saying, "Name come". If no response you can give a very slight tug.
Also, be patient, and never get angry. If you feel you are getting upset with your dog, STOP. The more angry you get, the dog will pick up on your emotion and not want to participate any longer. Also, when you end the activity, make sure you do it on a very happy note.
Which I forgot, when you call your dog and he/she does come to you, make that like the most happy/exciting time in the world for your dog. You want him to know when he comes to you he/she is doing the best thing in the world. This could save the dog from getting hit by a car.
Remember to always remain: calm and assertive and only reward the behavior you want your dog to give you.
Good luck and take care.

obedience training if you have the time and money and if not the local library has some great training books.
They aren't stupid and they don't suck...they just don't know what you want, so you need to train them and to do that you need the knowledge...

You will learn tons and teach your dogs great manners if you sign up for obedience classes with them. A trainer can be invaluable!
