I think most people can learn with practice and a good teacher. It does help if you can carry somewhat of a tune to begin with, but not necessary. I have known a few of my friends that couldn't sing to save their lives and after going to music school and voice training one of them is on the road touring all over the place with her music and she has the most lovely angelic voice. I would have never guessed that would have came from her.

If they get singing lessons, or have a singing coach, or listen to music a lot, really listening hard, and practice recording their voice on tape, so they can hear it. They could tell wheather they are in or out of tune. Someone else can even tell them how they sound on tape since some people think they sound weird. In other words, they are their own harsh critic.

Somebody told me once If I just practice going up and down the scale on a keyboard or piano everyday I could learn to carry a tune. Needless to say I didn't work too hard,but I do somewhat better. I can sing in church and enjoy it. Be interested in what other answers you get. I mean I sing with the congregation--not in the chior.

you can still learn to sing even if you weren't blessed with great vocal cords (though it'd be so much easier)
if you want to sing a song well, it's best to sing a variety of songs and just listen to how you sound in each song then pick and stick with that kind of music and range for a while before moving on. Make sure you sing songs by different artists to test out which of their songs sound best with your voice.
