You may also want to try right clicking the taskbar ... properties and click "Always on top" or in XP Keep the taskbar on top of other windows.

Restore your windows to normalcy.
click the "restore" button on the top-right of the screen. It will reduce it significantly.
Then hold the cursor over a corner until you see a diagonal double-headed arrow and drag the window to appropriate size.

I would also follow the advice of other answerers' and keep the taskbar on top. Click Start, Settings, Taskbar - on the Taskbar tab click "always on top."

right click on your task bar and make sure it is locked
