According to my Thai friends they say there are some legitimate shops here. There are wholesalers here. I visited them. They seem professional (have business cards...which obviously does not mean they are legit but it is a good sign). They seem very organized as well.
Also, not knowing much about silver I do not know what I am getting myself into! - leaves me vulnerable. Obviously I trust these shops much more than street vendors!

I am not new to Thailand. I been living out here awhile. I just have not bought silver or gold here before.

Khao San Road is probably not the best place to look as it's mainly aimed at the tourists. You'll get a better deal elsewhere, but make sure you know what you are buying because there are many, many foreigners who end up buying worthless lumps of metal or stone for vast sums of money.
And never ask a taxi or tuk-tuk driver for help on the best place - they will all have their own 'friends' who pay commission for dropping off an unsuspecting tourist.
Just because you're buying from a shop you shouldn't assume anything. Sorry to seem so negative but you need to be aware of what happens.

If you want to buy real silver just look at the piece you are buying. I will have 925 printed somewhere on it. Any other number and it is not silver. Yes, you can find it there. I have.

yes.. the shops are a good place to purchase silver.. many many many importers go there to buy and sell in their home countries as I used to do as well..
