If you ask me it sounds very Russian, so maybe it's a street somewhere in Tel-Aviv which is swarming with Russians. I don't believe it is Hebrew nor arabic.

I have been to Jerusalem many times and never heard of a street by that name. There is a tremendous amount of building going on in that city and it could be a brand new street. However, the name does not seem to be one that is typically "Jewish" so I have doubt that it is in the Jewish section, and, it is definitely not a name you would find in east Jerusalem, which is primarily an Arab neighborhood.
