Some are rubber compounds as stated above but on one of my bikes I have disc brakes and the brake pads are a mineral compound.

Most are made out of rubber or some rubber compound. Changing the rubber compound of the pads does a couple of things. First, it affects how fast the pads wear down. The softer the compound the faster it wears out but the better it stops. Second, it can also affect the types of conditions that the pads work best in. Red tends to work better in wet conditions than the black (red pads are also a little softer than the black ones). Some brake pads are made of cork for use on carbon rims found on high end road bike wheel sets.
