'Libertas' could translate both freedom & liberty.
If you want different words 'licentia' is freedom in the sense of liberty to do as one pleases. 'Libertas' is the state of being free, freedom from restraint.
'Pax' is peace, absence of war, reconciliation.
'Tranquilitas' is equivalent to our "peace & quiet", which I've chosen in my suggestion. It also has the merit of more syllables to go with the other longer words that precede it.

I prefer to omit "and" (which would be "et")
