Not sure what size poodle you have, but I have a toy poodle (9lbs). He also gets these "snorting fits" when excited. It's sort of a reverse sneeze. When I asked my vet about it, he says it's due to the shortness of their heads and necks, the esophagus is actually kind of "smushed" into place. Can't remember the actual medical term for it, but it is common in smaller dogs with "smushed-in" faces (pekingese, shih-tzu, and toy poodles, etc.)
There is a medical procedure to correct it, but it's probably unnecessary unless your dog is having serious trouble breathing during or after these fits. My vet recommended just getting him to calm down and maybe have him drink a little water. It's really nothing to worry about as long as when the fit is over they get back to normal.

Yes! My Yorkie does the same thing! I used to freak out big time so I asked my vet. It's kinda like a mini anxiety attack. My dog has done it since he was a baby and he's 3 and he still does it when he is super excited.
When he/she starts doing it...get down to its level and rub its back and start talking sofetly. This will calm it down.
I know it's scary! But trust me...they just get so excited to see their owners! Take it as a compliment!

Hehe...my dog does that too. She just gets so excited when someone in the family comes home. She usually calms down after a minute or so. I pick her up and love on her. She's always fine.
Unless your dog appears to have major trouble breathing then I wouldn't worry. As someone said above me, take it as a compliment!
