Adding Salt to water is called "A l'anglais" or english style if you don't speak french, and No it does not make the water boil faster.

It raises the boiling temprature of the water making it boil HOTTER... so it would actually cause the water to boil slower.
Plus it's great for adding some flavor to your pasta.

No it adds flavor to the water, which in turn flavors whatever you are cooking in the water (potatoes, pasta, etc)
