All states are different, but in a majority, new requirements call for at least a booster unil they are 8 years old. Try this website.

I assume you are talking about a child car seat. Best thing to do is check with your local laws concerning child car seats.

Its just a matter of unbuckling the belt. It has nothing to do with height.
