Very interesting question...I would be surprised if Hitler was in heaven and if Mother Teresa were not.

everyone who has ever lived is in heaven
heaven lies in at least 7 levels from the highest levels os saints and angels and god
to the lowest levels and demons
i would be suprised to find no one there
because every one is there somewhere.
either in the true heaven or the true hell or anywhere in between.

lets just say if Hitler and Stalin were in Heaven I would rather go to Hell.
as for not being their (out side the Bible) I would be shocked if Gandi, MLK, Pope John Paul, Reb Moshe where not their.

Heaven will be filled with drug dealers, murderers, child molesters, prostitutes and all manner of nefarious people here on earth. Why? Because they will see that they are sinners and repent. We who are without sin will not repent and we will be damned into the Lake of Fire.
