can some one get visa bcoz her/his fiance is from NZ and even work in there before they get married?

yes, thats right , there is visa named fiance visa or k1, check out nz immigration site

Yes, assuming one of them is an American and coming here to live. She/he can apply for a fiance visa through USCIS and this is called a K1 visa (fiance) - dealing with USCIS, the modern equivalent of the gestapo, is not a lot of fun - make sure you answer all the questions, get all the required forms. The NVS is a snap after you get through the USCIS, and then wait for the anticipated interview at the consulate of embassy. I have no advice here because it seems to me that some consular officers are either nice, idiots, or racist. I hope you get a good one. If you do, then the visa is issued immediately or the next day, otherwise they won't tell you anything and here I get too irritated and angry to discuss it.
