First, Sorry about the people who scream out leash...
I live in the country... I have 5 dogs and none of them go in the road... the answer i think you're looking for are ways to train them... (and YES... For all you critics... I can afford a fence... and I have the money for vet bills... that's why my dogs are in great health!)
When many people first get a dog the things they focus on in training is housebreaking and things in the house... however... you can train the dog to not go into the road as well... what I do... is I take the puppy to the center of the road (with no traffic coming... of course) and I tell the dog (in a firm voice... without hollering) no... everytime I bring the dog outside while housebreaking him/her... I bring them back to the road and repeat the proceedure of telling them no... after I've done this for at least 2 weeks... I let the dog outside (under supervision) and watch them... If the dog wonders close to the road... I tell them NO!... if they continue towards the road I get them... bring them back into the center of the road... give a "spanking" (pop on the butt... I don't beat the dog) and tell them again No (in a firm tone of voice)... it doesn't take long for the dog to realize that the road is a bad place...
For many people... they may think this is not good advice... so be it... but for me... it works and my dogs all love me... none of them slump down and cower when I call them... etc...
So long as you raise the dog with constant love/affection... they will become extremely loyal, loving pets... and... it doesn't hurt to train a dog in multiple areas at once (housebreaking = going outside... going outside = no road)

I can't believe the rudness of some of these answers. Just because some one can't afford a fence doesn't mean that this person shouldn't own a dog.At one time I had 2 Pitties with out a fence ,does that mean I shouldn't have owned my dogs? I can't believe the mean spirited people.
Simple solution ,get a dog run. It has cables you can tie from one tree to another ,then a cable to hook onto the dogs collar.If you can't use something like that ,there are chain link kennels that you can put together that has enough run for the puppies to play together in it.Or just simple tie outs to a tree. Do something so your babies don't get hit and killed.

You need to put them on a leash. If you can't or won't get a fence, then go to the store and buy a leash. Or go to the hardware store and get some chain. Either way, you'll be heartbroken if something else happens to your puppies.

Wow. So many angry people. I agree with the ones who told you a few training techniques. Dogs respond well to love and attention. I too live in the country, but my outside dogs are on runs. Our neighbors are cows and I dont want them getting stomped. I saw the herd stomp a vulture during birthing time. Good luck, dear.

omg. There are so many issues here. But, first things first. If you can't afford a fence, then you certainly can't afford vet bills for when they get hit by a car. Ergo, you should either not have a dog, or you should not let it outside off a leash.
Allowing your dogs to run around without a fence is irresponsible. If they need to go out, leash them. Tie downs are terrible, electric fences are inhumane, so you are left with leashing them.
Why are you allowing your dog to have puppies if you can't afford them? Please, get all your dogs fixed as soon as it's healthy for them to be fixed. Allowing your unaltered dogs to run around is akin to a death sentence. Alter them, leash them, and dont get any more animals until you can afford to take care of them properly.

At Target or Walmart or a pet supply store you can get a tie-out, a giant screw goes into the ground and a long rope like thing is attached that you attach to the dogs collar. The come in lengths varying between 15 feet and 25 feet.

The only way dogs will learn is with positive/negative reinforcement. In your case, it is hard to positivley reinforce something, so everytime they run out into the street, scold them. Also, swatting them on the nose is effective. It doesn;t hurt them, but they will know that what they did is wrong and over time they won't do it again.

use a jar of pennies or a jar full of dog treats and shake it to get theirattention next time they go into road, call them by name with a firm but calm voice and reward them for coming to you with the treats. practice a few times with a leash, call puppy puppy puppy
and reel them in with leash then reward. repeat until they understand.

put them on a lead? your responsible for them their only puppies. if their going in a week keep them on a leash every time they need to go out. its either that or squashed pups. its not the pups fault you cant afford a fence either. shouting and waving food at them to come back is so wrong your confusing them. you have no idea. sorry.
is putting them on a leash when they need to go out really going to hurt you for the next week. i doubt it. if you cant do that then keep them indoors for their sake.
