Yes they are the same. They have different measuring cups though so you can measure them properly. A dry cup is flat across the top, so you can level it off. A liquid cup has extra space at the top so you can get the full cup without dumping it all over on the way to wherever its going. Hope this helps : )

These answers are ridiculous. A cup is a cup is a cup - it is a volume measure. 250 ml. 1 cup. However, a cup of liquid and a cup of solid may or may not WEIGH the same, depending on the liquid and solid involved. If you are making rice, you can use the same measuring cup for rice and water, just measure the rice first so it doesn't stick in the cup.

Yes. "Cup" is a measure of volume, so it doesn't matter what you are measuring. However, most cooks use different measuring cups for liquids and solids.
I just dump the rice in the rice cooker and then use the same cup to measure the water. It works out just fine.

I think karen wonderful is mistaken. A cup of flour is the same volume as a cup of milk. Like in your example...when I cook rice I use the same measuring cup for both the rice and the water...2 cups water, 1 cup rice...works every time.

8 oz. liquid = 1 cup
16 tbsp. (solid) = 1 cup
Try putting 16 tbsp. of water into a measuring cup, and see what you've got.

No they are NOT the same. You use a glass measuring cup (Pyrex) for liquid. Use plastic or stainless steel (KitchenAid or Farberware) for dry measuring.
