Are you asking about the 3 fold law?
It's the same thing as "Do unto others....."
But then again, it would depend on the witch.
You should also remember that for every action there is a reaction...whether it is simply in the mind of the witch or not...casting a spell or acting on behalf of another will always have some sort of consequence.
In general, it is better to keep ones thoughts positive and focused on oneself.
I do not know nor claim to know what lies beyond us but I do know that I believe in ultimate justice.

That's tricky. You have to examine your intent very carefully to make sure you're doing it for the right reasons and that it won't adversely harm yourself or anyone else.
For instance, if I cast a spell saying "I really like Lois' job. I'd like to have Lois' job!" Well then, I'm sending out energies that will likely cost Lois her job, and that's very harmful to her.
You also have to be very specific as to what you want and how you'd like to see it come about. I really, REALLY wanted to spend more time with my boyfriend back in May. Our schedules weren't meshing much, and though I didn't cast a spell for it I thought about it a LOT. The first week in June my apartment became infested with cockroaches, and lo-and-behold I spent two weeks living with my boyfriend while I waited for the landlord to get his act together and spray the building.
So you really have to think things through in great detail and be careful what you wish for. If you send anything out to manipulate another person, the law of threes will come back on you in a big way.

I'm not sure I understand your question.
Yes, the spell is being cast in order to achieve a SPECIFIC consequence. If the consequence you are seeking is to potentially harm someone or something it comes back THREEFOLD on you. As do good works.

I am not a witch. However, I have read a lot about it. "What you give out comes back to you three fold". It is the same as "Do unto others as you would have them do unto you". Or as Confucius said, "the evil that you do not want done to you, do not do to others". You see there seem to be a universal understand deep within each of us that is the same no matter what the religion. Ask yourself is this a loving thing to do and if it isn't don't do it.

Most religions wherein magick is used have rules that govern how magick is used and whether or not the purpose is just. There are also consequences and those who practice magick know this.
Some believe everything comes back to you three fold. So what you put out is what you get back. Others of us believe that any unjust magick will come back on you.
