Hold her favorite toy in front of her when you put her in her walker and coax her to come and get the toy.

1st of all- Baby walkers are not illegal in the US. I am guessing that is where you live..... In Canada they might be, but here in the US, we can still make our own decision on that. My daughter used one and LOVED it. You do have to make sure it is one that is safe, some can tip easily. And make sure that there are no stairs or anything she can walk it off of. I am sure you knew these things already, but just a friendly reminder :)
My daughter didn't get it at first either. She just stood with it, but that was good too. It helped her learn how to balance easier. But I would put something across the room, like on a table, that she liked. She would eventually learn that if she moved she could get her toy!

Walker really are not goo for children it puts their hips out of place and they learn to push off instead of building the right muscles used for walking. The best thing to do is use the walker sparingly, a push along toy or even just floor time will be the best thing for your baby

It depends how old the child is. If she has had a walker before and has used it then it shouldn't take too long. make sure the walker can move, show her the walker can move and then move the walker with her in it(gently). Eventually she will figure it out. My nephew didn't move in his first one for at least a month. it was on a wood floor and could be pushed eaisily with him in it and i always pushed him along in it. when his legs started getting stronger he moved himself around quite well. he was about 6 months when he got the walker and was moving around a month after that.

i agree baby walkers are dangerous. many babies have been injured in them.a baby has a lot to learn to learn before they are ready to whizz up to an object. dont let them be able to do this before they are ready.balance, height, depth ect have to be taken into consideration.speed, distance,ability to distinguish a flat surface from steps or slope. they learn these things by crawling along feeling their way.it can be dangerous to skip through this valuable learning process too soon.
