The underground doesn't go to Luton.
2 ways
Easy Bus to Baker Street http://www.easybus.co.uk
There is one at 00:20 you may be able catch this. Fare is £8 journey time 1 hour. Then taxi to where ever you want at the underground won't be running that late.
You could get the shuttle bus to Luton Parkway, train to Kings Cross and then taxi to Oxford Street. Trains are every hour at 6 minutes past and take 50 minutes to Kings Cross. This is the only way if you miss the 00:20 bus.

Your only option at that time of night will be the airport coach to Victoria and then a taxi to Oxford Street.
