Between the two choices given, I would chose Front wheel drive with the bast All Season Radials or Mud/Snow tires that I could afford, Another good option would be an All wheel drive with the same tires as above. What ever you chose, use the best tires that you can afford and drive safely.

I live in Alaska, so I drive in winter conditions all the time.
Front Wheel Drive are better in adverse conditions than Rear Wheel Drive. All wheel drive is better than front wheel drive. HOWEVER, It depends on how much money you want to spend. If youre looking at a car, like a Subaru, you get all wheel drive, and people drive those on the highway ALL THE TIME. No problems, They are GREAT cars, I have owned one. But Front wheel drive is going to usually be a little cheaper. Frontwheel drive will "pull you through" a slick corner rather than the "fishtail" effect from Rear wheel, Where all wheel drive can have a combined effect of pulling you through to a fishtail. But the bottom line is, DRIVE SAFE, PAY ATTENTION, and REACT PROPERLY should you go into a skid, and you will be just fine.

All wheel drive would be the safest bet if you drive in alot of rain and snow. Nowadays all wheel drive is not that bad when it comes to gas mileage as before. Although, all wheel drive can be a bit more expensive when it comes to fuel.
Front wheel drive is probably going to be cheaper, but front wheel drive is the worst for driving in rain and snow because all the weight is on the front end.

I suggest an four wheel drive vehicle....Subaru are very reasonably priced....4 wheel drive technology gives each wheel the right amount of traction because of its seperate sensors, it helps you to get through safely as possible through adverse conditions that you have described....front wheel cars are useless because they have all their drive on the front, which there is too much wieght and you have to spend money to replace the drive shafts and cv joints which are expensive! I found here in Australia driving an front wheel drive car are an hand ful even with traction control switched on when driving through heavy snow.
I drive an 900hp Nissan Skyline GTR R34, and i drove it through the snow and i did it with ease.

Unless you expect the rain and snow to be constant and/or really bad, I'd get front wheel drive. A front wheel drive car will get better gas mileage and driving safely doesn't depend on all-wheel drive. You might want to look into anti-lock breaks.

Stick with FWD, or 4X4. All wheel drive has more components that add weight, which decreases fuel mileage, and costs more to repair when needed, like a 4X4, but with AWD, you MUST make sure all four tires have equal wear on them to prevent damage to the drive train.
Example: if your tires are 50% worn out, and you have to replace one for any reason, you have to replace all four or try to find one with 50% wear to match the others.

Get a Subaru. They are reasonably priced and the mileage is only 1-2 worse than a comparable FWD sedan. AWD is better under all conditions including dry emergency maneuvers, the only drawback is if it adds too much weight. If you can afford it, modern traction control systems are also excellent.

front wheel drive is yourbest bet. it tends to have better traction and can function as a al wheel becuse itll pull it self and not have to push. plus the fuel econ is better then 4 wheel good luck

All wheel Drive isn't just for snowy areas, mind you, they will prevent wheel slipping during hard acceleration. They will also help in safety maneuvers.
