I've been doing background checks and records searches online for years, as it is part of my business. I am a former detective, and currently a professional private investigator by trade. What I can tell you is this: You cannot obtain these records for free. You simply cannot. For every service provided online, there is typically either a one time cost, or a fee you pay every single month. Some services are better than others.
Some more expensive, some less. In my line of work, I am signed up for a service where I am billed monthly. However, if you are just the average person needing information on a particular person or property, I would suggest http://www.echeck.pcti-system.com ... For a one time fee, they are by far the best, cheapest, and most thorough service available. If you are strictly in business like myself, and don't mind being billed automatically every single month, I would recommend E-Verify or Inteligator.

The streets. There are some online sites that offer these services and claim to offer it for free but the information isn't as accurate as what you would obtain if you pay at least $15.

It's public record in Texas, under the Freedom of Information Act. You have to go request it, in writing, from either the district clerk or the local police department.

Check your local counties Superior Court. Most criminal records (juvenile records are not) are public record. Here in Arizona, our county's Superior Court is online, and you can check criminal histories there.

Nothing is ever free, there are web sites claiming to provide free info, but if your state does not have a web site you can go to, it will cost you.

Some states have circuit court access where you can view charges against anyone. I know they have one in Wisconsin. Here is the site:
http://wcca.wicourts.gov/index.xsl
You may want to type your state and "circuit court access" and see if anything comes up.
