I keep hearing there are millions of illegals in our country, yet it seems the federal government is doing nothing to resolve this issue. Is the rule of law just a catch-phrase the president uses when he wants to make a point in his favor?

Um, yeah, sort of.
See, here's what the deal is: the federal government has reserved for itself the right to enforce immigration law. That means that regular police officers, city and county governments, etc. have no jurisdiction when it comes to immigration law enforcement.
The republicans, in charge of the white house *and* congress for the past 6 years, could have passed a law in congress giving immigration enforcement powers to local law enforcement agencies -- but they didn't. They let the current laws stand, which means regular cops on the street -- even when they come across someone they know is an illegal immigrant -- can't deport them or arrest them simply for being here illegally. That power rests solely with the federal government.

Because it would cost tens of billions of dollars to round them all up, and Congress hasn't allocated that money.

Illegal immigrants are caught and prosecuted by federal officials every day. Just go down to any federal court along the southern border -- San Diego, Los Angeles, Phoenix, etc. -- and you'll be able to find dozens of cases pending for immigration violations.

But there's only so much federal officials can do, given their available resources.

As far as Bush, he has abandoned the rule of law entirely, by his own actions, so he has no moral grounds to say it applies to anyone else.

Congress hasn't done a lot of things which is why many of them will be seeking new employment. The government has the time and money to round up these people to return them where they are from. It's not impossible to accomplish.

Rule of law assumes you actually have enough officials around to enforce the law. This is not the case with the INS. Hence the using of the sieve to hold water.

Repubs like them for low wage workers and corporate benefits, and Dems like them for votes.
