The Chihuahua is the tiniest breed, however there are some Yorkies and even some Maltese, just as small..

Our Yorkie, complete with papers showing his bloodline for many generations, whose parents were no larger than 8lbs each, now weighs a whopping 11.5 lbs. Who can tell what will come of a dog? I was sure our Yorkie would not get over 8lbs. Now that he is this large I realize he is much healthier and I love the fact he is not so tiny I worry about hurting him always. I think chihuahua dogs are much smaller.

The term "teacup" is a cutesy word that unscrupulous breeders use to market dogs that are too small to fit the breed standard.
No breed club recognizes a teacup variety. There is no such thing as a teacup breed.

The teacup Chihuahua is very small, but having a very small dog will cause health issues due to their small size.
