Should the state of PA borrow $20 Million to use to campensate soldiers from the first gulf war?

yea they should do that because this money is going to compensate solders faced death for the united states

Sure, and the rest of the states should get some for their soldiers too. We all sacrifice someone when we get into war. For their sacrifice they should never have to worry about being taken care of upon getting home.

While I tend to support compensation for our troops, I cannot tell from your description what the compensation might be for.
