actually its being involved in a real communication with a live person who speaks that language..
if that's not possible, then you have the option to attend language classes, purchase tutorial cds, or go to websites that offer free or paid language tools..

I have been very lucky with the teachers I had when trying to learn my foreign language, Chinese.
I first learned to speak it correctly, meaning the proper use of tones, or conjugating verbs, or sentance structure are the most important part of the language. The best way to do this is to learn simple sentances, maybe only a few words long and learn to say them exactly the same way your teacher does or native speakers do. Copy them, or better yet immitate them like a commedian would do when acting like another person (just don't make fun of them). The closer you sound to the native speaker the better. Find excusses to use something new oyu learned at least once or twice a day. We all make fun of the kids in the spelling bees who know the part of speach or the root in latin for any given word, but that shows a level of understanding and mastery that equaltes itself to being something useful. If you use it, it belongs to you, and no one can take that knowledge away.
Now with a language like Chinese, Japanese, Korean, and Arabic where they don't use a roman alphabet the best thing to do is to break them down. My teachers for Chinese taught me to look for the important pieces of each chracter adn learn how to put the pieces together in order to make the final image. There are only 44-46 pieces that make up 85% of the chinese "alphabet". Sometime they make sense, sometimes they are just memorization, but the important thing is that you develope a method that is simple and that allows you to develope simple skills in that new language.
Lastly, the best thing you can do for learnign a foreign language is to go live in that foreign country and once you are there do your best to avoid making friends with people who speak your first language. I know many people who had lived in Taiwan or China for several years that had learned only a few simple words and some didn't learn anything at all... what a shame. When I moved there for a year of school I had 2 other frineds who spoke english and the rest were Chinese, or from other places like Africa which required us to speak Chinese to eachoher... pretty cool, huh? But that is a last step, if you have the chance to move or study overseas then do it, but only if you really have the desire to sound like a native speaker (that's the only way you can get to that level)...
Good luck!

Living in a country where they speak the language, immersing yourself completely in the stuff and avoiding any use of your own language with another student from your native place. Use the new one for everything, even to talk with your dog... Luck !

Cultural immersion. I spent a year in France with only the basic knowledge from school and when I got home I was fluent! It's also really fun.
