Compliment him when you see him....his cologne, his shoes, shirt....whatever. Go for his ego, it's usually the largest target. This will put him in a position to respond in some way, you should be able to tell if he is interested in you from there.

You really just have to stop being shy and pick up conversation. Sometimes guys like that better. Just start a resonable conversation, become friends or something and see if you can tell if he is interested in you.
