If you are, then download DVD Decryptor, which enables you to copy from an entire disc and into your computer. Once it is on your computer, you just burn it on a disc

you can use nero 6 or 7 to burn dvd, it has many functions, it's dependent on what type of dvd you are going to burn (dvd video, data, music, dvd image), nero is the best soft for this, i think
