Okay my mom got married a few weeks ago to my stepdad I have known him my whole life. I don't really know my real dad. Anyway I have two half siblings which are his and my mom gave birth to them. And I need to go to a dentist. I don’t have insurace and he is trying to get me on the same one as himand my broterh and sister. Can this work I heard if they are stepchildren they can’t be on the same insurance.

Here's the deal. If he has a dependent, they can legally be added to his insurance.

If he married your mother and is living in the same home with you, it sounds like he has now taken on the responsibility of support for you (or being a part of supporting you if your mom has an income, too). If that's true, you can be (but do not HAVE to be) claimed on his insurance.
