Not all teens have them...it depend how quickly you grow and how much.
Imagine a pair of tight/stockings....they are made of nylon and when the nylon fibres are stretched too much you get a ladder.
The skin has got fibres of whats known as collagen and elastin and when these fibres stretch you get a line/ladder/stretch, just like in your tights.
If the strect mark is red then it still has blood circulation to it but if it is silver then it is a scar therfore dead tissue which can't be repaired.
If red - massage it everyday to increase the blood to that area therefore increasing the chances of repair.
If you can afford to then buy a collagen/elastin cream or just use baby oil and massage for 5-10mins over the area each day but not too vigourously or this could worsen the condition.

Stretch marks can appear anywhere on the body when there has been a rapid period of weight gain. I have some light stretch marks on my breasts because they got HUGE when I had my children. I'm talking Dolly Parton BIG.
This happens frequently during puberty as well because this is when the hormones kick in. I have seen many people with stretch marks on their legs. Men and women. Don't be too self-conscious. You can try using the stretch mark creams to see if they may help fade the marks. There is a cream especially for scars...try this one...might work. Also, you could try ANEW cream from Avon. It has alpha-hydroxy in it that might fade the stretch marks.

No, its not just you at all.
It depends on how stretchy your skin is - genetics.
Keeping your skin moisturised at all times may help to minimise the risk of getting more, but I'm not sure that anything can be done to really prevent it.
Vitamin E is supposed to help keep the skin soft and fade the ones you already have, especially if they're recent. Do a search on the internet. There's an oil (BioOil or something) that's supposed to fade away stretch marks, but I'm not sure how good it is.

Not all teenagers. It depends on how elastic your skin is and how fast you grow (up and out!) i grew tall quickly and my skin just doesnt stretch much so i had them quite bad when i was a teen. If you get them bad and your a girl when you get pregnant chances are you will get them again but then something like 80% of pregnant women get stretch marks!

You can get stretch marks from gaining then losing weight. So not all teenagers have them as some people are able to maintain the same weight.

when you have sudden growth spurts your skin cant keep up and all teenager have growth spurts but girls more commonly have the stretchmarks at the top of the legs. but teens that use moisturiser or coco butter on their bodies are less likely to get them. (if you have them don't worry they do fade and using moisturiser will prevent them getting deeper and others occurring)
but to answer your question yes most do but not always in in the same area,

are you a gymnast? you really shouldnt be getting any in that area at all.. apply a anti-stretch mark cream to them before they get any worse, consider taking yourself down the gym and toning your thigh area up, avoid stretching your leg to far like a splits... these are usually the cause.

i only have streach marks on my breasts, from rappid growth (i went from an B cup to a D cup in less than a year), but i don't have them on the tops of my legs. people get strech marks from weight gain, or just growing up. many women get them durring pregnancy on their stomaches from the baby making the skin streach. it's a scar, so if you want it to go away, you have to use scar creams. they usually fade in time, though.

Very many do, and it is nothing to worry about. It depends i think on how quickly you grow. Certainly i got them as a teenager, but they fade to silvery lines that hardly show, and really, dont worry, nobody really notices them, or cares if they do.
Its normal for boys and girls.
