If you say something that is rude, offensive or in some way hurtful to another person that is tacky. Essentially an uncalled for remark that is hurtful.

It means it's a tasteless remark when referring to a person's comment. If you're referring to "things" being tacky it's pretty much the same - cheap and cheerful like fluffy dice and plaster ducks on the wall.

"It's tacky" is one of those phrases which is easy to understand but hard to explain. It sort of means something that is rubbish but tries miserably to disguise itself as something good.

Gross, ugly, not acceptable, ewwwww, yuk, yukey

nasty, smells bad but they don't have the guts to say so,

dumb, stupid, ....and for the DIY example - It's a sticky surface - lie a glue surface!

Depends, can mean cheap and nasty, can mean tasteless, or can mean something is sticky.
