I am looking for an answer to this because I tried to tell my other half that he was wrong that dead individuals can and are able to legally operate vehicles. I would like a link because if I tell him well Yahoo Answers said so that won't be enough. Either way the answer goes let me know please.

Yes. Deaf people in the U.S. are statistically safer drivers than the hearing.

Many deaf drivers use special devices that let them know when fire or ambulance sirens are wailing or car horns are blaring. To enable drivers to distinguish between sounds, many of these devices can rate the type of sound and alert users on a multi-light panel. Some deaf drivers also use special panoramic mirrors so they can see more of what is around and behind their car.

I have a cousin who is "legally blind". He couldn't see his own hand in front of his face if he tried w/o his glasses. His glasses actually have mini-telescopes built into them, They are very expensive, but w/o them, he'd never see. He loves cars and as a little boy couldn't wait to get behind the wheel. But also he's been legally blind from birth. He's now in his 30's. He had to go to the state capitol, the DMV there where the special testing could be done. After about 2 days of testing, and driving and testing and driving ... he got his license. He as 17. He can't drive past dark though. But technically, he's blind AND he drives. Tell your other half that it is possible.

Deafness is not a bar to driving (I'm not so sure about dead people). Those drivers who insist on playing their pumped up radios excrutiatingly loud are virtually deaf as well as they cannot hear anything over the crap they are playing.
