Disable your screensaver -- it runs in the background.
Close all open programs - except antivirus.
Do you have dialup or cable? Dialup is sloooooooooow. Nothing you can do about that.

If this doesn't help, you may have to consider a better modem.

check dslreports.com for tweaking tips. Your download speed is also limited by what package you are on from your ISP. Without further info we can't help you.
Run the speed tests from the above link and see if you're already approaching max downloads. Keep in mind that if you're on dsl, you will get about 80% of your sync rate due to overhead.

you can get a program called Star Downloader to speed up downloads. It divides your file up into 4 sections and downloads them all at the same time, at least tripling your download speed.

there's aprogram called cablenut download and install do some reading on it to get the correct data file that fits your upload and download specs
