There aren't any direct flights, but there are two airlines that I know of that can take you to Lugano:
1. Fly Baboo ( http://www.flybaboo.com/ ) Flights from Geneva
2. Swiss ( http://www.swiss.com ) Flights to Lugano from Zürich Kloten.

You probably would have to fly from Milano, Italy or Zurich, Switzerland.

Lugano does not have an international airport, I rather think there is no airport at all.
