Dog Registration and Leash Laws?
We recently had it put on a ballot to put into effect the required registration of our (my county's) dogs. Though it was voted against, I, and many others, feel it is still very much needed. There are people being bitten and attacked. Nothing can be done to take the dogs off the streets b/c there are no leash laws or anything. So, what are some other steps that we can take? Are there organizations out there that can help us? What do we do next?

Dog bites are a serious health problem. There are approximately 5 million victims in the USA per year. Most of them are children. Here is Attorney Kenneth Phillips' 10-step plan for reducing dog bites:

Your county has spoken about the leash law, so there is nothing you can do about that until the next election comes around and you can try again. Right now, you can focus on the real issue - the dog attacks. When a dog attacks someone, the owner can be prosecuted and sued for damages. You could also lobby to increase the fine and/or jail time for this offense. Severe consequences will have a deterring effect. Of course this is not a perfect solution, but I am not sure there is any perfect solution. Leash laws are very difficult to enforce. I live in a city that does have leash laws, yet I see this law broken at least a dozen times a week. If you are walking your dog through a wooded area through a park, or on a residential street, you are not very likely to run into a police officer, so many people just take the risk. It scares the heck out of me when I take my small children for a walk in the park and we come across a large dog off his leash. I try to avoid getting too close, but sometimes you do no see them until it is too late. Good luck with your good work!

Are these stray dogs? Try contacting the Humane Society of Animals. another idea is to get togehter all of these people who are bitten and attacked and sue the county for negligence. if they didn't pay attention then they will once the law suit comes into play.

if these dogs are pets, the owner of the dogs are responsible for their dog's actions. N.J.S.A. 4:19-16

Find out if stray, unleashed, unlicensed dogs can be shot on sight. Then get a small handgun to protect yourself if attacked. I know it sounds harsh but I've seen what horrors these irresponsible dog owners can inflict on innocent people. The only other recourse is to get donations to fund a animal pickup program where they are captured and sent to the pound where they are only euthanized anyway.

What about your city/town ordinances? Your city can require leashes even if your county doesn't.

dogs bitting and dogs attacking people are still illegal, merely have charges pressed against the owners when it happens
