If they have the shooting rights(permision writen or verbaly from the land owner) then yes they may shoot. There most be a reason for you posting this question, eather your worryed or something has happend. Any responsible shooter would take your horses presance into consideration ie where they choose to drive the birds too to shoot them (beating) or where the horses are when they discharge there guns.
A suggestion is you approach the person whom has the shooting right and adderss the worrys you have concerning your horses, they will more than likely be happy to hear your comments and take them on board, If not address the land owner.
Best of luck

many states have different laws reguardling firing a gun within a certain distance of occupied land. specially if you have children. you may want to call your local game warden or call police to get the number of g.wardens office. if the landlord gave him permission to be there ask to see it in writing because then at least you have a "legal leg to stand on" posting no tresspassing signs even on rental property is lawful ( at least here) it does exclude the landlord . the sporting rights have to be updated. call landlord ! then if he says he gave permission tell him you want him then to take responsibility - in writing that any injury to the horses he will be responsible for - including those from being spooked by gunshots. if this doesnt clear it up then next time this person shows up call the cops and report a prowler/strangeman bothering your horses.

Depending on the type of horses, then, you might want to give the BLM a call for more info. Bureau of Land Management manages the wild horses & they just might have better info to give you regarding this!

Not too sure.It will be best to ask the person who you rent it from. The owner may have given consent for some-one shooting game.If he has, then he will be getting revenue from you and the person/s shooting.
