It depends on who takes the picture and why it was taken. When I went through basic training we had a lot of pictures taken and it all dependsed on who was taking them. There are no RULES, just the person's preference. We were told not to smile, but most of the chics did. When we went to get our military ID pics they told us we could smile if we wanted to.
But I've had friends take pictures of me in my uniform and I smiled so I could give them to my parents

Photos taken of military personnel for their Military Personal 201 file are those without smiles.
Photos for family, friends, and loved ones have no restrictions so long as the uniform that they are wearing is not ridiculed.

When i had my photo taken it was right at the start of basic training so your scared shitless so your not really in the mood to smile.

I think most of them got told they couldnt smile, or just didnt want to because it made them look "tough" and serious
