Only if you reduce the sugar by at least 1/3, creamer is mostly sugar and fat solids plus starches and chemical stabilizers and may upset the balance of the recipe. It is a bit of a trial and error, but it can be done(but I don't recommend it). no! dry milk is powder. if you use creamer, that's liquid. That's going to change the liquidity of the recipe.

You can never replace solid with liquid in recipes

no you cant as creamer is more fatty
