I think it's not only when you can choose between right and wrong but when you really understand the concept of sin, what it really is and why it isn't just "bad". When you can really understand what sin is and understand the choice to sin or not sin.

Yes, people are born with sins but it takes a certain amount of time for them to comprehend that they are actually sinning.

There is not a given age, at least none that I know of. God only holds the right to that judgement. He knows the child's heart (and I do say child because my approximate guess is that children can probably understand around age 7ish). He knows what the child is aware of and from there God makes His decision on whether the child is accountable or not.

When you are able to ask this question, you are old enough to be accountable. A five year old knows the difference between right and wrong and can determine that doing wrong is a sin.

That varies for person to person, but the average age of reason is around 7 years old. By that age most kids know the difference between right and wrong.

Age is irrelevant. When a person is capable of knowing the difference between right and wrong, good and bad they are accountable...if you have raised children you can see this develop early in their lives.

Catholics are guilty before they are born; it's the concept of original sin. They believe that if a baby dies before it is baptized, it will go to hell or purgatory.
So for Catholics, they are guilty when they are still little ova and sperms.
