I would think that would depend on what kind of new year eve you would like.
would you want to be part of a crowd, well then the major cities offer many great parties in the streets. New York, Vegas, London, Paris, San Francisco, Los Angeles, and Mimai will all be crowded with great parties.
I would prefer a quite time. Like a beach with a beautiful sunset. Outter Banks, or Myrtel Beach, Martha's Vineyard, and the Hamptons, walk and relax enjoy a great dinner. I am sure that they will have parties also but you can still have the beach to walk on for the first time for the year.

Uhmm if you like a really loud new year go to the philippines! its also perfect if you like to buy lots of fireworks because you can buy nay kind of fireworks here from professional to the ugly ones! heh!
