Sadly you and I may think it's a fabulous idea to "low-jack" these people and track their every movement to make sure that they are staying as far away from little people as possible, the reality is they do have personal rights when they get out of jail.
And while I think what they did is completely disgusting these people have the right to try to make their lives right again after their jail time and I would rather not squish their rights just in case somebody would like to squish my rights at some point.

I know a Parole Officer here in Texas and I recall that his total "caseload" is with child predators and he's been using electronic ankle devices on his parolees for around 15 years at least. Maybe I haven't kept up with the times, and like steph has said, their "civil rights" are more important than ours or their victims nowadays, but I know for a fact that my Parole Officer friend began working on electronic tracking devices for child predators at least 15 years ago. there is presupposition in this country people are innocent until proven guilty, and then there's the notion of having paid your debt to society. I dunno. I think child predators have high rates of recidivism and should be monitored closely. However, it would probably mean having a cop on every corner, and that's kind of cost prohibitive.

that's been proposed, actually. one of the drawbacks is the fact that the tracking device can be removed. you'd have to ensure that couldn't happen
