He must reapply and wait just like he did the first time. Seeing as he is doing things the legal way I can't wait til he can come here again.

As Janice says, the whole process must start again from the beginning, including the petition filed by the qualifying relative.

He must re-apply in the consulate of his counry where his original visa was given. To be on the safe side he must get an immigration lawyer to help him. I think this is the form that he needs to fill out:
