Wow, lots of bad info here.
The answer to this question is a mixed one - yes & no.
A company called MotoRex made an effort about 6-7 years ago to legalize Skylines for US importation. They crash-tested 5 examples (which were determined to be an amalgamation of ECR33s from a specific production date), and were given permission to become a registered importer (RI) of Skylines.
With this ability, they imported scores of R32, R33 and R34s, GT-R and otherwise.
Eventually, shoddy legalization processes and failures to meet DOT requirements caused an investigation to be opened, and MotoRex was found to be doing half-hearted legalizations and selling 'unsafe' vehicles.
EPA/DOT eventually changed their minds about Skylines, and said that (and I'm paraphrasing) only certain R33 Skylines with specific production dates were still permitted to be imported and legalized. All R32 and R34 Skylines already imported thru Motorex were grandfathered into legal status, but no more R32 or R34s could be imported legally.

No, there are plenty of Skylines in the U.S. Only the skylines here are left side drive. The skyline was made as a right side drive vehicle so it is expensive to be converted and even more expensive to have shipped from Japan.

Yes and no.
Skylines are not illegal to own in the US, but they are illegal to drive on the streets. UNLESS, it has already been converted to meet NHTSA and DOT regulations.
If you can find a seller in the US who had it REGISTERED then it was converted and is legal to own and drive on the streets. If you buy it from somebody outside the US, you'll have to convert it. Right now, I believe only RB Motoring will do that. Motorex was supposed to have shut down and the owner in jail. Motorex was the best place to import and convert Skylines for legal use.

The Skyline GT-R was banned in North America because it was deemed to fast/powerful at the time for a production car.

mrmephistopheles' Answer is good but there's a loop for importing any car and thats to have the car shipped to you with the drivetrain removed then installing it when you get it after you do that have it registered as a kit car.
