SVU or Special Victims Unit, deals with sexually motivated crimes. These can include rape, sodomy, sexual abuse, sexual torture, etc. They also maintain the registration records of registered sex offenders and make sure that the offenders stay current on their registration status. Depending on the department, SVU may or may not investigate homicides.
Homicide investigators deal strictly with homicides/death investigations. They do not handle any other type of cases. They are usually very experienced detectives that have done several years in other units before becoming homicide investigators.
In my department, the Special Victims Unit does not investigate homicides. That being said, however, they do help out with some of the leg work and running down leads on those cases. We have a handful of homicide investigators, so on any homicide case, a lot of other detectives from other units will chip in and help out, especially if the homicide seems to be related to what those detectives usually investigate, such as SVU, Juvenile, or Robbery. It helps the Homicide investigators out, and gives the other detectives some very good experience.

SVU (victim unit) detectives not only investigate homicide but also rape, abuse, special circumstances. Homicide detectives only investigate homicides and everything surrounding them. If there is more to the case than homicide (like rape, theft, abuse, hate crime) the SVU can be called in. They are trained in many crimes all with victims and how to treat victims that are still alive. Maybe a homicide was planned but the victims are alive and can help the Police.
