You could try E45 Itch Relief cream.
Or HC45 cream (it has hydrocortisone in it which is good for itching).
A pharmacist (there's one at every chemists' shop) might be able to advise you.
If it doesn't clear up see your GP. You might have a skin infection that needs antibiotics.

There is a condition that occurs in offices at this time of year when the central heating comes on and reduces the moisture content of the air.
The central heating and dry environment allows tiny fibres from the nylon carpet to become statically charged and affects the lower parts of the leg, the more you scratch the itchier it becomes as the fibres embed into the skin.
This is occurs more in offices with lots of electrical equipment, air conditioning etc.
The term used is "Cable Mite" although it is not insect related at all, it is sometimes reported as Fleas.
Spraying the carpet with an anti static liquid can help. If that fails best see the GP.

I would like to echo what someone above said. I had the same problem with the swelling etc, and it turned out I had low thyroid levels. if your legs are swollen there its oedema which really should be checked by your doctor as it could be a symptom of something else. Try not to scratch in the meantime, I found holding little ice packs wrapped in a tea towel helped cool and soothe.

Itching tells you that the bacteria is working on your skin. It is usually eczema. Incessant itching, inspite of scratching, does not cure the problem.
It is really an extreme dryness. A skin specialist will tell you to use vitamin E based creams. I know it is difficult not to scratch - but by doing so you are spreading the problem to other parts of your body. If you scratch till you bleed, you have gone too far with your act. Refrain. (I know it is easily said than done).
