I suppose it actually depends where you live, but I know that in England it is 16. I don't know where you live so its difficult to say.
It is against the Law to have under age Sex, so if a boy of 16 had sex with a girl under the age of 16 then he is breaking the Law and can actually be prosecuted, so be very careful.

There have been many answers to this question. What it seems to have brought into light is that we are governed by society or the "church" which can, at times, be unfortunate.

First, the history of mankind tells us that sexual intercourse is not reserved exclusively for marriage. It never has been. It is a myth. Arguably, one of the greatest kings of all time, King Solomon, was from a union between two people who were not married.

Over the years, society (pressured by the church) has placed more and more restraints on sex outside of marriage. The main reason: control. If you want to control people, you control their sexuality. I say all of this simply to give you a larger perspective on this issue.

As far as when is the right time, well if you set aside the nonsense that those who want to control you have tried to impose, then it seems to come down to two basic questions: 1) are you ready to be a father and 2) are you ready for the emotions that will consume you?

Having sexual intercourse with another person is perhaps, outside of birth and death, the most emotional thing that you will experience. It is meant to be that way. It is what keeps the species alive. I did not have sex until I was 26. I know others who have had their first experience at 14. But, I can assure you, as powerful as it was for me at 26, I am glad that I did not have it at 14. For ME, I would not have been ready.

In the end, you will have to deal with your emotions from the act. So, in my opinion "are you ready to be a father" is the number one question. You can plan all the birth control that you can think of, but even married couples who plan the best get "surprises". So...at your age, are you ready to be a father and support that baby should your partner become pregnant? If the answer is "no" then it is your responsibility as a man to restrain yourself.

I hope this has been helpful. I will leave you with one last thought. None of us is good or bad...we are just human beings. People might think you are good or bad, but that is only their interpretation of who you are. You are all things. Each of us is all things. We are all the same, which is not to say that men and women are not "wired" differently, as we are. So, go easy on yourself and use your time to advance your knowledge and love of mankind...and yourself; strive to be a kind man.

Pysicially when the boy has reached puberty. Mentally, as in understanding the implications when both have had sex education. Legally, at the age of consent. That's why it's so important for children and teenagers to be reared in the values and virtues of marriage and to know that they're body is their temple, it's sacred and not to be ravaged by looters.

If you're asking about the POSSIBILITY of performing the act, it depends on the physical maturity of each person. There is no "actual" age that applies to everyone. If you're talking about legality, then 18 is the magic number in most states.

When they reach puberty I guess...maybe 11 for a girl and 13 for a boy? Of course I'm talking about physically, not morally.
