I have been taking hair supplements for the past 3 years and here is what I have found.
GNC makes a tablet called "Ultra Nourishair" in formulas for men and women, the pills are taken daily, 2 pills a day. They are HUGE and very hard to swallow, if you have any trouble at all with large tablets, then I wouldn't recommend these. The 2 pills also contain only 1200 micrograms total of Biotin, which is the main supplement needed for hair to grow faster and stronger. You should try to get a minimum of 2500 micrograms of Biotin daily to improve hair's rate of growth and its condition.
ProCaps labs makes a great supplement called "Hair Skin and Nails" formula, here is the link for that

This is in capsule form and much easier to swallow. This company, ProCaps labs is also extremely reputable and carries pure and effective products.
I took GNC's Nourishair for four months, and supplemented it with extra Biotin tablets daily due to its low Biotin content. I took 2500 micrograms extra Biotin with the GNC pills.
The Procaps hair vites have 2500 micrograms of Biotin in them, and don't really require extra Biotin be taken, but I do take an additional 2500 micrograms of Biotin for a daily total of 5000 micrograms of Biotin.
My hair is growing in thick and dark and quite quickly. My hair used to be very slow growing, but all of these supplements have really made a difference.
The only way to really change the health of your hair is by taking supplements that work internally on the follicle where hair is made, any shampoos or oils or other topically applied things do nothing to change hair's structure, that can only happen with systemically provided support, which means supplements that you take internally.......

Your hair may just grow very slowly. Or, you could need more vitamins or something to speed it up. Mine rarely gets any longer than the middle of my back; it seems to just stop growing there, so I feel your pain. Some peoples' hair just stops growing at a shorter length than others, too.
Also, if your growth is very slow, try only trimming when you have split ends. Otherwise you'll take right back off whatever you just managed to grow.

I had the same problem awhile back. I consulted a doctor in India for treatment (that was where i lived at the time). He told me to wash my hair extremely often, and that before I shower, comb my scalp really well and scrub off all of the dandruff/oil buildup. The buildup often stops hair from growing well. I washed my hair everyday after rigorous combing and after a month I saw great improvement. Be sure to deep-condiiton often though, since washing everyday can dessicate hair.

it's very common for hair not to get past a certain length (which is different for each of us)...on average hair grows 1/2 inch per month...are you getting your hair trimmed monthly? every other month?...if you get a trim every 8 wks and the hairdresser takes off an inch, well then your hair will always be the same length...
also, what kind of abuse is your hair taking? chemicals, heated styling tools, etc....is your hair breaking off at the ends?
talk to your hairdresser about it

Maybe you have a vitamin definciancy. Also...it seems like 4 inches below you shoulders is pretty close to halfway down your back.

You should just start wearing you hair up from now on, until you hair get past your shoulders at least. What I assume is happening is your hair is rubbing against your cloths causing breakage at the ends. If you don't want to wear you hair up, try to really moisturize your ends if you know they're going to come in contact with your clothing. Or you can drape a silk scarf over your shoulders (especially over you coats- mainly wool) to protect you hair.

well usually your hair should grow 1/2 an inch every month... equaling out 6 inches a year.. so you might want to see if there is a gentic of this.. or what...
and remeber there are always extensions

they sell vitamins at Wal-Mart that are actually for hair growth and healthiness, you can also take pre-natal vitamins..I know that sounds corny, but they also help your nails grow and be strong. Most times you can find these over the counter.

maybe you need to get a trim or vitamins theres something in vitamins that make your hair grow maybe you more of them
