Well, I would say that children and babies are innocent bystanders.

It's a matter of choice. You can't choose to not pay taxes because you object to the current policy or administration, therefore you can be innocent of supporting a war financially (if that is your concern) because you have no choice but to.
And allow me to reply to jonby70's comment about the innocent civilians killed in Iraq. It IS a tragedy, but has happened in the past, and would still be happening even if the US was not there. Hostilities between the Shiites, Kurds, and Sunnis date back to 1936 when Iraq gained independance from Britain.
Keep in mind that Iraq was created after the fall of the Ottoman Empire in WW I. Before then, that area was actually three self-governed provinces, the Vilayet of Mosul, Vilayet of Bagdad, and the Vilayet of Basra. Since being forced to live under one government, all three have battled and killed each other for power, Saddam being one of those killers.
The solution to me is obvious: Split Iraq back into the three separate provinces. We've passed WW II bordering with East and West Germany reunifying. Why not get past WW I and separate this forced unification? With the Kurds, Shiites, and Sunnis finally establishing their own rule and territory, their motivation for killing the other is removed.

So.. what you are saying is...
A two year old, in a stroller in Manhattan on Sept 11 that was killed as a result of falling debris from WTC attacks, is simply a justified war casualty?
AND
A two year old, in a stroller in Baghdad that was killed as a result of a US smart bomb hitting a nearby building is simply a justified war casualty?
The ONLY thing I can give you on this, is that I admire you if you do not see a difference between the two like many folks (who would say Iraqi civilians are guilty by association with Saddam, but Americans killed in WTC attacks were innocents)
Both are innocents... period.

What war are you talking about? In Iraq there we are fighting terrorist groups, the innocent bystanders and civilians do not pay for these groups. So they are lives being lost that do not need to be lost.

i believe our time to go is our time to go, no matter what nothing will stop it, so all those people who die or get accidently blown up, it was all meant to happen anyways... even if there was no war, they would be just back at home getting in a deadly car crash... but yea i do get your point anyways about your question.
