Well, because it's fun! I think kids get bored very easily and then they decide to play. Hey, it's better than them annoying you to do something, plus, it helps them develop social skills.

Play teaches them the importance of turn taking and roles. You cover your face, I say where's baby, you uncover your face, I laugh. There is a predictable protoconversation in that. This turn taking, in a normal developing child, will turn into conversational skills.

It's fun. And that's what kids want- FUN! If you won't let them have fun, they'll cry. And won't that annoy you????? And even we want to have fun sometimes. Don't you???
