You need to see a doctor soon. He/she will probably prescribe an antibiotic, remove the stud & advise you to leave it out & let your tongue heal up. Frankly, I'd be inclined to agree.

if its just a white bump lookin thing leave it ... its normal in some tongue piercings your piercer shouldve told you this....if its an actual bubble try using listerine rinse for a bit. When i got both mine in my tongue it was back when you had to do a listerine rinse after EVERYTHING you put in your mouth except ice or water. I dont know how much has changed in the past 12 years with piercings but i never had any issues.
If this "bubble" lasts a few days even with listerine treatment call your piercer they know more about this stuff then doctors and can advise you about WHEN to call in a dr.

INFECTION. I can't believe the people who get their tongues/mouths pierce. The human mouth is FILTHY. So many germs and bacteria all the time. Normally, you body can fight it off, but when you purposely put a whole in your mouth...where do you think all that bacteria goes???

could be the start of an infection, get some hydrogen peroxide and rinse your mouth out with that a few times and see if it doesnt help
