The two are unrelated.
Mulligans are of course, not allowed for any sponsored or official event, but even when offered for "sale" at a charity event, they are taken PRIOR to recording your score for the hole.
No need for an eraser.
P.S. Some golf courses use pencils with erasers, and I have always wondered why........

if there are mulligans in golf, then the scorecard is to be used strictly to keep track of how many beers are drank per hole, not how many strokes are played.
the scoring is then more like a modified stableford, ur tuned up budweiser, where the champion has the higher score per hole, rather than the lower one.
pencils and erasers become less nessesary, because it is kind of a match play thing where you are "one up with a six - pack to go", or whatever.

We always play the first tee shot on the first hole as 'mulligan material'. If you like it, fine, if not, hit the damn thing again. But only on the first hole. I used to play with some guys who had a 'floating mulligan', when you could take it on any tee shot that was terrible. We thought that was too extreme. Just the single mulligan, thank you. Goodness, it's just a game and if it gets me a 98 instead of a 101, happiness is mine.

If you were to erase people might think that you were trying to cheat.
Also if you factor in the cost of pencils. The cheapest ones are the smallest pencils without erasers.

1. Muligans are not allowed according to the official rules of the PGA.

A man by the name of Joesph(pronounced hoe sef)Mulligan started the concept on St. Andrews old course in 1862, after he shanked his drive on the 9th hole. He lost the match by one shot.
The next day he invented the eraser.

You don't write every shot on your scorecard, just the total score for the hole.
My couse has erasers on the pencil but the courses that don't have it is becasue it costs more money.
