1 a lot more info...... colour
2 a VERY good reason
then
the police might help you.

If you only know the first part of the registration, then no. And if you do know the full reg, why do you want to trace it?
The DVLA probably won't give you the information unless you had a VERY good reason. The police certainly wouldn't
If you have been involved in an accident with that car and know the full reg, your insurance company can trace it for you.

only through the dvla or police. you have to have a valid reason for tracing it though
