Last year I was able to enter Canada and return on just a pictured ID and a certified copy of my birth certificate. However, the laws are changing very soon. Will need a passport as of the end of this year in order to return to the US. I have priced them here and found that I can obtain one from my local Clerk of Court for around $160 and it will take up to 8 weeks for the passport (that price includes passport picture). However, I can expedite for the cost of approximately $250 and the passport will be in within two weeks. Hope this helped. But check with your local court house to make sure about prices.

Currently you need at least proof of US citizenship as well as a government ID, i.e. a drivers license. Technically, just a drivers license is NOT good enough because you need something that will prove US citizenship, which is why you need the birth certificate (or other proof) as well. I have heard of people going to Canada and being only asked for a drivers license but technically they can require proof of US citizenship. I always use my passport. Effective in 2007 you will need a passport anyway.
